Position Discretion, Authority, and Independent Judgment

1)  Describe the decisions and independent judgments made by incumbents in this position.

Incumbent must be able to judge studies and analyses in a short time frame.  Give guidance on decisions made by staff and offer feedback to Mgr.

2)  Describe the decisions made by incumbents in this position that are based on defined processes or parameters (i.e., pricing matrix).  Please attach copies of any applicable decision templates or procedures.

Understand studies, Feasibility, PERs and energy.  Make decision based on timelines costs and criticalness of work.  Assist staff in their work to make good decision on previously defined.

3)  Describe how the discretionary decisions and independent judgments affect operating income or other matters of significance.

Make assumptions on as needed basis to move work along.  Reference data and manual calculations can be used.   It is important to keep jobs and their Scopes of Work moving and get stalled.  Do so affects timeliness and costs which can then cascades to other work.

4)  Describe the recommendations made by the incumbents in this position.  Who reviews the recommendations and what are the general outcomes of those recommendations?

Recommendations to process of study, efficiency-analysis method or other can be reviewed by Engineering Mgr., Mostly Sr. Engineer works independently and assists others.

5)  Describe whether the current independent discretion, decision making, and authority will become more or less prevalent in the future (i.e., expected centralization/decentralization).
